Will a new battery fix this issue

In general a new battery will fix this.

Kind of. Battery health is not an accurate method.

Most Lithium battery has a lifetime of 3-4 years depends on how many times you top it up (recharge cycles).

Since it was 3 years old, i think the battery should worn by now.

No, this sounds like a battery issue. May want to look into just upgrading your phone as iPhone battery swaps can get pretty expensive. They are a bitch to take apart.

I think this is a common problem, that's why apple is giving cheap replacement.

$49 is cheap for Apple. I think you should take it.

Why go to there if apple is only $9 away?

There's no guarantee the battery in that shop is original.
