Graphics card burnt?? HELP - GTX 1070

Hi guys, I just bought a new graphics card from a guy. He said it was in perfect condition. When I went home to install it i noticed these three marks on the backside where one was larger and the components seems to have something black, almost hairy, around then.(See pictures) is this burnt? Any safe way I can test or should I just contact the guy and ask for refund?

 

It is a Asus GTX 1070 8GB Dual OC

One of my cards got this same stuff on it in a case, can be just sugary drinks or stuff like that, alcohol and something to wipe it off with, see if it comes off. You can put it in and test it to see if it works.

if i had to guess, i would say it is mineral oil (from the thermal pads) with dust stuck to it. should be fine, but go ahead and check before requesting a refund

Ok, I will clean tomorrow and see how it looks. If it looks good under I will test in my rig. I'll let you know how it went !

Here is how it looks cleaned! Couldnt get the "stains" to get away but.
