Not normal, but common. I achieve 105-125 fps using an older 6th gen i5 clocked at 3.0 GHz in 1440p using these settings...

You can try 96, 97, 98, 99 or 100 resolution scale since your CPU is better than mine. I set it to 95-99 to take some strain off my CPU. Going any lower makes visuals too blurry, 95-99 are spots that are barely noticeable. Hope this helps.

 

Oh and trust me on the textures at Medium. BF1 is one of the very few games that you can barely notice the difference visually. If you prefer to keep it at Ultra, that's quite alright as it doesn't affect fps that much. I do it because like I said, the visual difference is almost impossible to notice.

If there's no change in fps from ultra to low, it's something with your PC causing it. In which you would have to track down on your own.
