RAM unable to stay on 3533MHz

If i cant hit more than 3533MHz on RAM with 3600 CPU, then it is the motherboard that's stopping me from higher frequency? 

mobo: b450 asus pro tuf - supported speed is 3533mhz i get them but it crashes everytime in game or CPU stress test unless i lower the frequency 

ram: steel series viper patriot 3733mhz, default Voltage is 1.35V
