Steam games don't get larger than my resolution

Steam games won't go larger than my set resolution. For example, if I get on CS:GO and set my resolution to 1080x1920 (my monitors resolution) it runs fine. However, if I drop it to say, 1600x900, instead of simply changing my resolution and keeping the same size of my display, it shrinks the window to only take up 1600x900 pixels, or about 70% of my monitor real estate. This doesn't just happen with games through Steam. If I drop my resolution in Minecraft for example, the size of the window changes.

if you toggle fullscreen on and off does this still happen?

Wait a moment do we talk about window mode ingame or fullscreen ingame...? Thats totaly diffrent

A normal window will always shrink if you put it at a smaller resolution no matter what driver options

It's fullscreen, but it almost looks like its windowed. Like there isn't a bar on the top with the game name, minimize, and exit, and I can't see the programs or my background behind it. Instead, its just black. I linked an example I made real fast in paint of what it looks like.

Ok you say its in every game so it cant be just ingame settings ! Yea thats pretty weird. 

If it would be only csgo there would be the possibility for ingame settings or startparameters that do this.

Humm what gpu u use amd or nvidia?

I know that you set the fullscreen for every game for its own and you set a global one !.

I am not sure if fullscreen optimisation have to something with it but maybe give it a try
