Majority of motherboards (even low end ones) use 2oz copper these days. That's not something special these days.

 

As for 8 layer motherboard... low end motherboards use 4 layers... mid and high end often use 6 or more layers. The more layers, the harder it is to manufacture it and it's more expensive because it takes longer time to make them.

Basically it allows the designer to route signal traces better between components (for example between ram slots and cpu). More layers can make a motherboard be better at overclocking.

Larger cross-section of the copper layers reduces resistance causing it to run cooler.

 

(Additional thermal mass/ thermal inertia is negligible for the equilibrium temperatures, but the difference in resistance isn't... that is why almost all ATX motherboards are 2oz now).
