Stuttering in every game Halp!

Hey guys, I'm pretty stuck at the moment. I'm trying to figure out what the heck is going on with the constant stutters that I'm having in every single game that I try to play. Here's a list of the things that I've tried so far.

 

-DDU and reinstall new and older gpu drivers

-replace RAM Physically

-change Display Port Cables

-change CPU power utilization to 99% to disable Intel CPU boost

-Change GPU physically

-Change SSD Physically

-Disconnect HDD and only use SSD

-Re seat all cables (including removing sleeved cable extenders completely)

-Disable all overclocks completely

-reset CMOS (should disable overclocks for CPU)

 

Not really sure what the issue is. Help me out please!

i7 8700K

gtx 1080 ftw2 evga

cryorig c7 quad lumi cooler

samsung 850 evo 500 GB SSD

4TB Wb Blue HDD

Asus Maximus Hero X z370

16gb corsair vengeance rgb

650w evga g1 gold PSU

Wow dude, that sucks. Do you have a different display you can use to make sure it isn't something with the monitor?

Try disable Windows exploit protection. This was my biggest problem with stuttering and lots of people seem to be having issues with it since it was introduced.

update: I have a second system with an i5 8600k and an Asrock z370 extreme4 board. After swapping some parts around, I noticed that, when using these configurations:

8600K + Asus mobo = stutters

8700k + Asus mobo = stutters

8700K + Asrock mobo = stutters

8600k + Asrock mobo = no stutters

 

I'm currently trying to do a BIOS update on the Asus board..

I've tested both configurations with a different monitor and also disabled Windows exploit protection. No positive results yet.

update: I've updated the BIOS from version 1301 to 2102 and the issue still persists.
