VRAM has nothing do and does not care about the rest of the system. As long as it has a PCIe slot (regardless of version and size), the whole graphics card will run.

 

Besides, there are no GDDR5 cards that will be bottlenecked by 2.0 x16. It could be bottlenecked by your CPU though

There are GDDR5 graphics cards with PCIe 2.0 on them

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

 

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 11 and Fedora Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

If you're worried about a bandwidth limitation you're fine. What core components are you using though? CPU? Motherboard?
