I am trying to overclock to 5GHz. I have a CPU watercooler so I have cooling down but right now I can only get 4.6GHz because my BIOS won't let me go above 1.3 volts. With 4.6 GHz going any higher than will crash my PC fast at only 1.3 volts. Is it some setting, safety feature, or what?

Is this a custom water cooling loop?

not all CPUs have the ability to overclock into the 5GHz range. although some do,

just the luck of the draw on the silicone lottery.

4.6ghz on a Haswell (especially  with HT) is stupidly fast, especially if you are doing it at 1.3v.

 

The only way you should be going over 1.3v is if you delid anyways. 4770k just runs too darn hot. 

 

Stick with 4.6. People get stuck at 4.2 on ROG boards. 

 

You are sitting at like a 5.3-5.4 ghz Sandy and a 5.0-5.1 ghz Ivy in comparison. You won the silicon lottery on good temps. Be happy my friend. There are people who prob saw "I can only get to 4.6" and wanted to smash their computer screen when they saw your post. :)

 

You are sitting on an 1100 mhz overclock and you aren't using unsafe voltage. Not to shabby.

Intel Core i-7 4770k with Z87-G41 Mobo

with such a low end motherboard i wouldn't want the cpu to be having more than 1.3v. if you had got a better board instead of watercooling you probably could have got a bit higher.
