IT IS A FRESH INSTALL OF WINDOWS 10 THE LASTEST VERSION, I HAVE DISCORD, STEAM, AND GOOGLE CHROME DOWNLOADED ONLY WITH SOME GAMES 

 

 

I have 


i5-8600k 5Ghz stable

1080ti 

16gb 2666mhz ram

750watt  psu

 

my temps are about 65c on cpu at load

and 60-70 on 1080ti on load

 

also in siege my gpu is at 60% while my cpu is at 100% 

 

I have this problem with some games 

idk what is the problem but

 

on rainbow six siege im looking at people to benchmarks and they are getting 200fps + on competitive settings and I have the exact settings as they do but i only get around 160-170 and I don't understand why

Probably because they have a better CPU or are using a fresh windows install instead of a 5 year old one with tons of crap running in the background.

They have the exact same cpu with 5GHz and I just installed windows on my computer, didn't know having steam open in the backround makes my fps go down that much

Is your monitor at least 1080p 144hz?

Fresh install of windows with discord and steam running in the backround, and yes it is 1080p but 240hz hence why i want the higher fps

what they are tryna to say is even if its a fresh install in windows and u only installed 3 things, windows has plenty of bloatware that if you dont turn off, run in the background eating up cpu power.  go into the task manager and see whats running in the background and that will solve your issue

legit 3% being used when only discord steam and google chrome is open, how when I open 1 game it goes up to 100%

Worth checking since it's a new Win10 Install:

-if you have Win10 Build 1903 there's a known bug with high CPU use w/ Cortana.  Verify if you have KB4512941 as seen here: https://hothardware.com/news/windows-10-update-cpu-usage

-make sure windows update isn't trying to DL or install something

-If you updated your BIOS (or even if you didn't) make sure Multi-core enhancement is turned on unless your overclock forces 5Ghz all the time, in which case ignore this (or maybe try that vs your overclock just to see what difference it makes in fps).

-make sure your RAM is running at needed timings (if XMP isn't on, could be defaulting to slower speeds)

-make sure Win Defender isn't trying to scan the crap out of something

-make sure steam is trying to update something or patch/install.

-make sure your chipset and motherboard (Audio, Sata, etc) is up to date for that Win10 Build.

-make sure your video drivers are the most up to date and probably shut off geforce experience while you're at it
