That CPU doesn't seem to have an igpu in it so, that's why you aren't getting a signal.

What happens when you plug it into the GPU itself?

Is it just a blank screen or, does it say something? 

Make sure to quote or tag people, so they get notified.

So the screen is just blank, and nothing happens if you wait, right?

Some monitors take a while to turn on and, maybe you just can't see when the BIOS screen comes up.

 

Maybe try mashing either F2 or the Del key on your keyboard right after you pushed the power button it on.

Make sure to quote or tag people, so they get notified.

When I boot my PC I get a blancco report (which I think is because this was a used hard drive that had been wiped) which shows PC components that aren't mine. Thanks

I can't do anything from there but I have ordered a brand new ssd from Kingston which I am going to install Linux onto and then hopefully I can find the problem with my hdd

pull the cmos battery out of the motherboard and flip it over then insert. now take battery out and reinsert as it once was.  this is quickly drain the cmos memory resetting everything in the motherboard to defaults.
