Is this DELL Willow motherboard capable of supporting a Ryzen CPU?

That's not Dell, that's HP Willow...

 

The motherboard is socket AM4, and it should support Ryzen 1xxx processors with 65w TDP just fine. Even 95w TDP processors may work, the VRM doesn't look that bad in the pictures. Seems like an OK 4+2 design, it should handle 95w without overclocking.

The 2xxx may need BIOS updates, and Ryzen 3xxx will definitely need bios updates.

 

The chipset is A320 so Ryzen 3xxx may not be supported at all.

 

Googling around, I found the HP Pavilion 510-p127c: https://support.hp.com/ro-en/document/c05281246'

This seems to be the first desktop with that motherboard, if you look at the specs it says Willow at the motherboard.

 

edit: You have to pay attention to the SSID ... the one in your link is 822A, the downloads page has several SSIDs.

 

Then I went to the software and downloads page for this desktop, chose windows and windows 10 64 bit and there you have 4 BIOS versions, the latest from May 20, 2019  but the one with your SSID 822A is from Dec 12, 2018: https://support.hp.com/au-en/drivers/selfservice/hp-pavilion-510-p100-desktop-pc-series/12079675/model/12740562

Title. The motherboard (DELL Willow), is AM4 and currently has an A8-9600 installed. I’m interested in upgrading to a Ryzen CPU and am wondering if the motherboard would support it; would the VRM melt, compatible BIOS, etc. Does anyone have any experience installing Ryzen CPUs in these non-conventional or OEM motherboards?

would depend more on the BIOS of the board, but chances are no, it wont natively support actual Ryzen CPUs without BIOS updates.

Technically any AM4 chip should work in any AM4 board but this might not be true in the case of OEM boards.

 

Dell use their own proprietary BIOSes which means they could very easily lock the board into a specific SKU.

 

Given Dells history is severely limiting their equipment to prevent users from upgrading I'm inclined to say it won't work but the only way to know for certain is to try it.
