Packet Loss

I am currently receiving 18%+ packet loss on my internet currently, i hope this isn't normal, how can this be caused and what can I do to solve it? 

Internet is coming through phone line into ADSL filter, into the router, into switch then distributed around the house to computers and devices. The long cables from the switch to the computers are mostly cat 7

I wouldn't be surprised if there was either a lot of noise on the line due to EMI of some sort or the line was damaged or falling apart somewhere along the way coming into the home and that was causing issues. If the packet loss is consistent across all the computers I would call your ISP and have them come out and check the lines coming into the home. The wires might just be really old, especially if you live in an older part of town or something, and if the line coming into the house is damaged somewhere along the way the ISP might even just say they won't do anything, depending on who it is and how much it will cost to fix the line.

Yeah we have a "Engineer" from BT coming out next week to fix the Upload/Download Problems, we are supposed to get 70-80Mbps but get a max of 20. Pretty ridiculous.
