iis refused to connect?

i Enabled HSTS and enabled http to https and now it wont let me connect. "Refused to connect","ERR_CONNECTION_REFUSED"

Even when i disabled HSTS it still wont let me connect.

(i even tried restarting server)

I have firewall disabled.

And have port 21,22 ported.

Im able to get the files i need threw direct link (site/video.mp4)

but when i try to get the index it auto fills to https://

even though i disabled https.

Like i just enter the link with http and itll edit itself to https.
