I want to build a pc for my friend to play 1080p games at 60 fps for a good price but I'm not too sure where to start I found a dell OptiPlex that has a i7 3770 16 gb of ddr 3 ram 500gb HDD 120gb ssd and a AMD Radeon 7570. my plan is to switch the graphics card  with a gtx 1660 and call it a day but I'm not sure how it would perform and if it would be good enough my max budget is 750

For $750 in the U.S. we can put together a solid system that will outdo the old 3770.

If we were talking about a custom built PC with a decent MOBO, PSU, and an unlocked 3770k, it might be worth reviving. A locked 3rd gen CPU with a proprietary MOBO, a generic PSU, and a junky old office PC case isn't, however. At least not if you've got more than $4-500 to play around with.

The build above would significantly destroy that.

yea ok the list is 981 cad that's a bit much maybe a different  cpu?

and no overclocking I want to give him a pc that he doesn't have to worry about so its stable by its self

The Asus low end boards have pretty bad heat problems. It's low end. The ASRock Pro4 is where midrange starts. It's a step up for that $5 extra.

If we were talking about the $150 board range, I'd take ROG over ASRock all day.

If you step up a few bucks, the MSI B450M Bazooka board is very solid at the price point. It's over $100 in CAD though.

Thats bottom barrel B450 board, you might as well get the bottom barrel Asrock for $10 cheaper. Asrock (budget) and MSI (across the range) are the go-to currently for AMD boards.
