The CX450M only has one PCIe 8pin so upgrade options are limited. A 550 would remedy this.

 

Otherwise it's not so garbage

RX590 8GB OC should be about on par with a 2060, have more VRAM for future and more intensive titles, and save you $100+

just needs a better PSU, upgrading to a cx550m should give you more power connectors to upgrade in the future.

It's actually not bad, a few things though:
You really should get an SSD, it makes such a huge difference for day to day usability.  Windows 10 can be got for DIRT cheap on eBay (I'm talking like £1-£2).  The Hyper 212 Evo is a pretty great CPU cooler but you can save some cash by using the included cooler, the 3600X's included cooler is actually pretty good.  With these changed you can actually go up to a 2070 for barely any more than the original price (I included a 550W PSU as well)

The 590 didn't manage to catch up to the 1070, which would put it below 1660 ti territory
