It has 6 cores and a decent turbo so i think it would be okay, if it does somehow bottleneck it it would be very minimal bottlenecking

If you want to run a full out at 1440p or 1080p get a 5ghz chip.

The i5 8600 will be a limiting factor on the more CPU intensive games and likely will stop the GPU from achieving the 144fps  even if the GPU could get there... it's too unbalanced getting a 1200$ GPU with a locked i5... does it work? yes.... and you should max out graphical settings always since your weaker link is the CPU.

 

If you want to go for it I suppose it's okay, it'll work out sure... it's just far from ideal.

In the tests that I have done 5ghz is needed in an Intel CPU to get a RTX 2080 ti ti run full out.

Whether one can afford it has nothing to do with it. 

There are i7 8700ks that can do it but it is taking a chance.
