Low GPU & CPU Usage while low fps

Dear Forum,

 

After going back to playing minecraft and installing shaders and strong texture packs my game seems to be lagging badly.

I get around 30-60fps. While my GPU and CPU usages are both around 20%. I also have a 144hz monitor so it looks REALLY bad.
 

My pc specs are:

- i7-6700(non-k)

- RTX 2080

- 16GB RAM

- H110M PRO-D

- 600W PSU

 

I don't know what might cause this but would really appreciate help!

I use a 128x pack, but when choosing other ones, it is the same problem. And shaders are 3 different ones, but i like Sildurs Shaders the most.

I mean your CPU is too slow for that Graphic Card Unit (RTX 2080) that you got and with time it will make more problems and in many new games FPS drop will happen more and more.
GPU can't use full power because bottleneck.
Also about Minecraft i believe shaders use a lot of GPU computing power tho.

Are you sure it's a CPU bottleneck? since on some other games i have 100% GPU usage. For example R6 & Battlefield 4/1/5

Unless your CPU is hitting and holding 100% constantly, it's not bottle-necking the game you're playing. The reason your CPU and GPU usage are low in Minecraft is simply because Minecraft runs on a single thread of that eight thread i7 6700. Games like Fortnite, League of Legends and CSGO are going to yield similar results.

What is your fps in Minecraft without using any texture packs or shaders?

I get like 50 fps on max settings in Monster Hunter World. 20% gpu usage, 35-40% cpu usage, ~6GB ram usage.

Really don't know what to do about it. 

I dont thinks its my monitor, cuz I get about 400 fps in League of Legends (uncaped, it's actually not playable with this amount of frames xD).

128x is nothing for your setup. You should indeed get a ton more FPS.

On an old Nvidia 680 GTX i used to run 256x flawlessly over 60 fps at 1080p.

So even if you are running at 4k i doubt the hit would be as much as the numbers you are getting.
