Ahh, Overwatch. The game engine is so damned buggy for a stable release game...

 

Turn off vSync, run in Borderless Windowed. Uncap FPS, max settings. Disable any antivirus and RGB software. May I ask what software you're using to display system stats? It looks really nice.

 

Also, why is your OS installed on a 2TB HDD and not your 860 Evo? Also, you need to look in to tightening up those RAM timings. That is some of the worst DDR4 I have seen

I have gone done to the lowest setting and that didn't work

What software are you using for those? Does built-in give same numbers? Does gameplay feel like it's at 30fps?

There has to be something else badly wrong with your system. Like, mistakenly capping the framerate to some value or something. There is no way 8700K and RTX 2070 should be getting 30-ish framerate when I get like gazillion FPS maxed out on GTX 1080Ti and 5820K which is a lot slower CPU.

Try with older drivers too. Sometimes newest can have issues with older games.
