New budget cooler AM4

Hi guys

I'm looking to buy a new cooler for my Ryzen 5 1600

I'm not sure if I should get an air cooler or AIO but I think an air cooler would be better value

So, with a budget of 40 euros, what would be the best cooler with priorities being 1. cooling, 2. noise, 3.aesthetics

I want the best cooling for under 40 euros and ideally the cooler would be quieter under load than the stock wraith spire cooler. My build is black with red accents (thanks to my motherboard mostly), so that would be nice.

I've considered a few: Hyper 212 evo, arctic freezer 33 and the Gelid phantom black, which appears to be a very good cooler but it does not fit my build in terms of aesthetics. Sharkoon VG4W but I might upgrade soon

Basic 8GB Team Group DDR4 2133, but I'm going to upgrade that to 2 sticks of either G skill Ripjaws or Corsair Vengeance LPX

I don't think there's anything better than the Phantom Black for under €40. 

As mentioned, the eSports ONE / 34 / Duo are good alternatives if you want red.
