@chckovsky I am not blaming any answers. About the 8600k I have it in mind already.

also as @SkyHound0202, who suggested the only one which doesn't have 4 or more cores, no one would really buy a cpu that doesn't have at least 4 anyway.

You made no mention of number of cores in your original post. I quote:

I am not talking about getting lucky with the silicon lottery but a CPU that can achieve 5GHz in 9/10 cases!

The only requirement were "a CPU that can achieve 5GHz in 9/10 cases!".

i3-7350K fits your criterion as the cheapest available-new CPU that is capable of overclocking beyond 5 GHz, even though it only has 2 cores and 4 threads.

Now that since you changed the requirement to include multi core and gaming, then here is your new answer:

8600K/9600K is the best value in terms of price to performance and still have a possibility to overclock to 5 GHz.

Why 5ghz?

@Rxd the 8700K does basically what the 9900K does, and can reach 4.7 GHz on a Turbo Clock. For overclocks, it depends. Shroud has his 8700k clocked at 5.3 GHz, but he has two loops running to it. Probably with water-cooling or beefy air cooling you could reach around 5 GHz.
