I undervolted (i think) my CPU, what would be a safe Mhz to do basic stuff such as watching movies, surfing the net and doing basic stuff. CPUz has recorded that my stock CPU is at 1.73GHz but is now saying 930 MHz, Is this safe or could I go abit lower. Also could I lower Fan speed?

Keep it at default don't mess with voltage its probably the "Cool and quiet" option in the Bios that underclocks it and overclocks it depending on heat and how much a program is using the CPU

a question to all those that say you shouldent undervolt. why? it reduces temps and power consumptions and does not degrade performance

Intel I7 Q740 - I used the advanced power options to set maximum processor power management to 40%

is this a laptop? and if you only changed the power options settings it should be fine, I've changed my Surface Pro's CPU power settings down as well.

If you changed anything in the BIOS look into it again and tell us what exactly you changed.
