The only completely free option that I am aware of is VLC, which will let you download podcasts through an RSS feed rather than a storefront. Posted May 28, 2019 Foobar2000 and Podcaster addon. Though I don't really use it anymore. I use Castbox on Android, but it doesn't have Windows Store version, just web version. Otherwise I'd be using that.
