ram not running at correct speed

hi, I have (2x8gb) 16gb of corsair vengeance lpx ddr4 2133mhz memory in my system, when I first purchased it, it ran fine, suddenly one stick seemed to stop working and my boot drive stopped working, the next morning it started working randomly again.  after reinstalling a fresh copy of windows, I took a look at cpu-z and task manager and my ram is running half its advertised speeds. after several forum searches, troubleshooting, updating the bios, using xmp profiles, even trying different ddr4 memory from my brothers pc, windows refuses to see its full speed of any memory in it, im new to pc's, any help would be nice.

CPU-Z shows the single data rate, but DDR is Dual Data Rate.

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

 

How many watts do I needATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explainedgroup reg is bad

there was a point when task manager showed the correct speed, it isn't either
