I have a hp z440 workstation, with a Xeon e5 1620 v3, can I put a better cpu in this? If so what cpu can I put in it?

Did you look at the cpu compatibility of the system.

any e5 16xx v3 or v4 or e5 26xx v3 or v4 should work fine. But only the lower end chips are supported, so if you want garanteed working, get a lowered part.

 

 

Check for a bios update aswell.

So no i7's will work in this?

nope, only xeons are supported, but there pretty cheap on places like ebay.
