Hi everyone !

I'm looking budget PS for my build and i found one but i noticed that max output for +3.3V and +5V is 15A  and 13A. 

Will it be enough for my build?

Never cheap out on the power supply. You can't just go on specs alone to determine what will work and what wont when it comes to PSU's. Low quality components will not handle a sustained heavy load for long gaming sessions. The RX 580 is a power hungry card and could potentially cause issues. Get a Corsair CX gray label at least.

Modern computers consume little power from 3.3v and 5v.

Basically the CPU and video card and fans are powered from 12v... these are the most power hungry devices in a computer.

Chipset, maybe some onboard components like audio chip, network card chip, m.2 SSDs may be powered from 5v or 3.3v

The circuit board on mechanical hard drives consumes some power from 5v, SSDs are powered from 5v....

 

So how much it outputs on 5v and 3.3v is less important.

 

You also don't need a 650w power supply... your RX 580 consumes around 250 watts, the rest of your components consume around 100-150 watts... basically your computer consumes less than 400w... so even a quality 500w power supply would be enough.

nJoy is a Romanian brand, which buys power supplies from some Chinese companies... can't tell you if it's a good model.

I don't trust that PSU. Doesn't look like its particularly good...

I'd look at other manufacturers.

 

As for 3,3V and 5V:
10A is plenty for more systems. If you don't want to build a Fileservers out of 2,5" HDDs, you don't need no more.
