First boot can't get in BIOS, RAM not compatible?

I bought the listed RAM (F4-3000C16D-16GISB) from "No Dollar Wasted PC Build Guide", but the system never post.

Is it because the motherboard doesn't support it?

 

The fan keeps rebooting every few second, there is no video output on the motherboard and graphics card's HDMI port.

 

Rest part of the system:

Motherboard: ASRock B450M Pro 4

PSU: Corsair CP-9020133-UK

CPU: AMD Ryzen 5 2600 Processor 

GPU: Phantom Gaming D Radeon RX570 8G OC

Storage: WD Blue 3D NAND 250GB Internal SSD

Are they installed in slots A2 and B2? (second and fourth slot - counting from the socket side)

Have you tried booting with one stick in just slot A2, first with one of the sticks, if that doesn't work, only the other one?

I tried them separately on A2, it performs the same result as A2 and B2, AND without RAM.

Then it is not a ram issue. I would carefully go over each step, look at every cable etc.

Did you turn on the psu? Are the psu cables connected etc...

the keyboard only light up 1 second once plug in. show as the graph.

The power is on, CPU fan and GPU fan dose working but restart every 28 second.

Onboard 24 pin & 8 pin check, video card 6 pin check

Update: Using usb to PS/2 converter, the keyboard now stays lit, but still can't enter the BIOS by pressing F2 / Delete

My test shows that the ASRock B450M's stock settings / BIOS profile does not support 3000MHz RAM.

2400MHz RAM works properly.
