Amd Amd or Amd Nvidia for Video Editing?

Recently my friend asked me to suggest a PC for video editing. Forget budget and stuff, I am okay with suggesting components that's a different thing.

He's not much interested in gaming so I suggested him Ryzen 5 2600.

Now I have to suggest a GPU to him.

Another friend of mine said that Amd GPUs work better with AMD CPUs in video editing. Now I smell this is fishy because all I have heard is that AMD AMD and Intel Nvidia working well is just a myth. What is the truth about this? What will perform better for him? The options are Vega 64 and RTX 2070

A budget PC

CPU - i7 3770 @3.4 Ghz  ; Cooler-  Antec A30

Mobo - MSI H-61m P20(G3) ; RAM - 12 GB DDR3 ( 1x4 + 1x8 Dual Channel)

PSU - Corsair VS 450(grey label) ; GPU - Zotac GTX 1060 3GB Mini

Storage - 120 GB SATA SSD for Windows and PUBG; 500 GB HDD for other games

Case - Cheap ATX case

Depends on the program using for video editing. Does it use Cuda acceleration?

Video editing will use CPU more than GPU. Unlike 3D model rendering like blender.

Your friend is wrong. You can use whatever with whatever in video editing. As for 3D model rendering.. I don't Know which is the best

There is no benefit to using an AMD GPU with an AMD CPU, Intel CPU, Nvidia, in any combination thereof.

Figure out what programs he'll be using for editing, and look up reviews to see if it plays better with AMD or Nvidia, then go from there.
