I have lost track in tablet since nvidia shield tablet, so spec wise are there any better tablets around $200?

Really depends on what you plan on doing with it. My initial impression is no. The SoC is from 2015 on the 20nm process. Also its a Chinese tablet, so who knows if you'll be able to get it to run a "normal" launcher/version of Android. 

 

I'd say that you should probably look for a used iPad tbh.
