9400F if you won't use the iGPU at all.

Do note that QuickSync is becoming a very valuable tool for hardware acceleration, if you have no idea what I just said then you don't need though.

the i5-8600 (non-K) has the same boost frequency and everything as the 8600K, the 8500/9400F both have an all core frequency of 3.9Ghz, instead of the 4.1Ghz of the 8600/8600K, which is about 5% of performance, up to you to choose

Depends on pricing.

If the 9400f is cheaper (significantly)  then go for it.

If they are close in price wherever you buy then go 8500, same frequency + you get an iGP for whatever you may want. Hw accelerating tasks, temporary roll back from a gpu upgrade, who knows what purpose could it serve. Worst case scenario it's there taking a nap in warm proximity of the CPUs.

Intel is about to release new 9th gen CPUs. Ryzen 3000 is right around the corner. There is likely to be announcements and specs from AMD at computex. Possibly huge price changes looming from both companies. Wait if you can. The new 9600 would be better than all of the cpu's mentioned. Should hit 4.3 ghz all core if setup properly.

I wouldn't recommend a "K" cpu for someone not looking for overclock

Be mindful of the 9400F, it'll just suit you if you use a GPU
