USB 2.0 Transfer speed FAR under spec?

So I have experienced this issue for years across nearly every computer I have used. Google tells me that USB 2.0 should transfer at ~60 Mb/s, but I have never seen a drive transfer that fast. Usually I get speeds no higher than 10 Mb/s, and much of the time it CRAWLS at around 500 Kb/s. I don't know how to fix it and it's very annoying. Why does this always happen?

for what, usb flash drive?

the speeds are vastly overrated, like wifi.

Sequential speeds are not the same as all the other 4k speeds.

The file transfer speeds depend on the file type and file size.

USB 2.0 has a theoretical speed of 480mbps (60MB/s), but after accounting for overhead, it's around 45MB/s. This is for sequential transfers only. For random I/O, you're limited by the performance of the storage, and not the transfer protocol.
