Help my OC setting in bios wont change

Hey so for awhile my PC been having this issue where I try to change to Overclock on both CPU and Ram, and yet after every time I accept the save changes part, then restart It still shows that its stuck at an old OC in task manager. It use to work before and now it been stuck for a couple months now. I don't know what to do... Please help I'm new to the forum so I don't know the format ;-;....

 

PC Specs:'

CPU: I7-3770k (stuck at 4.3ghz)

GPU: Gtx 770 4gb

Ram: G.skillz Ripjaw 16gb 2x8 ddr3 1666mhz (stuck at 2000mhz)

Mobo:  Asrock Z77 OC formula (first 2 dimm slots don't work)

try reset bios if possible. if that doesnt work, clear cmos. if that doesnt work, take out the cmos battery. 

if it still doesnt work..... idk man
