So I have the option to get a Dell PowerEdge R910 server with the following specs for $600. My plan is to use it as my Primary Domain Controller and Plex server at home and possibly a WebServer.

4 x E7-4860 2.26 GHz (40 cores, 80 threads)

256GB DDR3 (64 x 4GB 1066MHz)

2 x 900GB 10K SAS HardDrive

2 x 600GB 10K SAS HardDrive

4 Gigabit Ethernet Ports

My question is: I know that the R910 has reached its end of life long ago and the E7-4860's are also very old but considering what I am wanting to use it for would this be sufficient?

Sufficient? No. It's overkill. MASSIVE overkill.

If you're going to keep the server, I'd suggest you install ESXi or Proxmox as the base OS, and virtualize any servers you actually want to run.

I am currently running a PDC and plex on an old PC with Server 2008, I5-3330, and 32 GB of RAM

I am running a SQL and Hyper-v server on and old PC with server 2008, AMD Phenom 2 X6, 24 GB of RAM

Could I move all of that to VM's on this server?

Yep. And you'd still only be using a fraction of the power that the server can offer. You'd be better off spending maybe half that amount ($300) and getting a used server that's a little less insane.

However, your choice of course.

It does have 4 1100W Power Supplies but most of the systems in my house are running 1000W Power Supplies.

It also have 4 cpus that use a good amount of power at idle

and a lot of ram sticks and all of those use a watt or two at idle. IdK about your power rates, but a r710 is probably a better bet for a home server and will turn out to be much cheaper to run.
