I bought Sapphire nitro+ Rx580 from a guy but it is heavily under performing. THe cpu clock never goes above 1150 even in stress tests. Can you guys tell me what's wrong with this card?

The guy who you bought it from, he could have underclocked it?? I'm not too sure. It says default clock is the same gpu clock but could still have been underclocked for whatever reason. I'm not a professional so this is probably not the right answer.

The Sapphire NITRO+ RX-580 has a BIOS switch on the side/edge of the card.

Turn the computer off, and toggle the little BIOS switch, and reboot the computer.

Check the GPU clock speed again.

 

There is a 'Quiet' mode, and a 'Boost' Mode.

It's possible that it was used for mining and the BIOS was flashed to decrease power consumption, but as @-rascal- said, use the switch on the card to switch the BIOS, maybe the other BIOS is untouched.

I don't think originally "Quiet" mode would underclock the GPU that hard, that's garbage, but possible I guess?

That is true.

1150 MHz IS rather low...could be what you said, BIOS modded to run at a lower speed for 24/7 mining.

Yeah just checked, Quiet mode doesn't underclock the GPU that hard, it's supposed to be at 1411mhz, and the performance mode is at 1430, the BIOS you're currently on is most likely hampered with for mining.

It is showing cpu clock to be 1340 after toggling but still cpu lock stays at 1150 on tests. Sorry about the picture my internet isn't working on pc atm

I don’t know how it is on Sapphire graphics cards, each manufacturer has different tools - but look on the manufacturer’s website for a bios flashing tool and if they have one then just get the latest recommended BIOS for the card and install it. As for the boost/quiet switch, I would leave it on boost unless you have a reason to underclock it a little bit. You could also try downloading MSI Afterburner and seeing if you can manually set it to the default speed

1340 MHz is what I was expecting for a Sapphire NITRO+ RX-580.

Put the GPU under stress again, and check the Sensors tab. Is the card being voltage / power / temperature limited?

You can click the little "?" button, and it will fire up the stress testing tool built right into GPU-Z.

If I try to set it manually everything freezes nd settings revert. I think I need to flash bios the voltage is limiting the card as far as I can tell max 0.9v usage

Reflash the BIOS. RX580 were really common for mining
