Since I use an "outdated" processor (i5-4460) and planning to buy 1660 ti, I saw that after checking this link: https://pc-builds.com/calculator/, I see that there will be 40% bottleneck. It seems not to be a small percentage. Maybe it would be good to do a CPU upgrade? My current mother: https://www.msi.com/Motherboard/H81M-P33/Specification, I can play games with lowest graphics, I just want to have a stable fps, because if I play games like pubg, I have 60 fps and after a few seconds it drops to 57, 48, 56, etc. And it makes my screen freeze for almost a second, which can be devastating. Also, I will not need any "overclock", because it seems useless for me.

Look on Ebay for either a used i7 4770 or i7 4790 (BIOS update needed).

I do not agree the 1660ti can be bought for $280 and is perfect for 1080p gaming. 

 

I would get an 8400/9400f or a 2600X and of course the appropriate motherboard and RAM.  I wouldn't upgrade to a CPU that would fit in your current motherboard because you would be in the same situation soon and without getting much of a performance boost.

The vega 56 is faster and has more memmory. Why buy a worse card at roughly the same price?

Honestly for him id look at waiting for Zen 2. And maybe get a 2600 if he really cant wait.

On Amazon there is two Vega 56's $40 more than the 1660ti the rest are much more expensive. Also how much is a new power supply to run the more powerful video card?  This is for 1080p gaming there is no need to buy a more expensive video card.  The Vega 56 uses more power, runs hotter, and tend to be louder than 1660ti's.   Is there any game running at 1080p a 1660ti can run well that needs more than 6GB of VRAM?

Based on hardware unboxed benchmarks (34 games i believe) the 1660ti is slightly slower than the 1070 which is again slightly slower than the vega 56. 7-12% difference iirc.

Last time i checked Tomb Raider latest installmebt can be quite taxing in that department. 4GB isnt enough today and 6GB is next on the chopping block.

You need a good 500/550watt. And you need a good 500/550 watt anyway regardless of GPU. Sooooo what are you pointing at? If your PSU is garbage you should swap it out anyway
