Bottleneck?

Pretty much everything.

Dual core CPU and 8GB of single channel DDR3 memory is holding you back in games. 6th gen doesn't have good cost/performance these days so no point upgrading within 6th gen intel. Would need a newer CPU, meaning a new motherboard and new RAM. Would also be wise to add an SSD for the OS and better PSU wouldn't go amiss if you're upgrading the rest of the hardware.

I've changed from 750ti to RX 570 and is obviously bottlenecking, but i need to know exactly what's causing it.

If you're playing games, it's likely the CPU.

Probably CPU, that PSU could use a swap too and if you want to make your system nice and snappy I'd get an SSD. 

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

Get at least an i3 8th gen.

 

Also try upgrading to at least a SATA SSD

I traded my 750ti and some money for the rx 570, i needed to know what exactly is causing the bottleneck, so i can change it. Thanks for the answer.
