For what reason? What are you trying to accomplish with the upgrade?

I recommend that you wait until Zen 2 (Ryzen 3000) CPUs hit the market and then decide what to upgrade.

 

Those are rumored to have up to 16 cores for a reasonable price ($500 iirc) and might run at ~4.7GHz. And by then, (hopefully) the price of Intel's 9th gen CPUs will have dropped and you can get one of those chips in case Ryzen 3000 ends up being a flop.

I'd do the GPUs, SLI doesn't make much sense in terms of performance tbh.
