Your best bet is to ask in a dedicated 3d printing forum, one that will have far more knowledge about these things than you will get from here. No offense to LTT guys/gals, but this hobby is new and much can change in the blink of an eye.

I currently own a Tevo Black Widow. Its a little above your $400 range, and its build volume, its currently 370x250x300. All in all, its a very solid printer. But if you really want to buy the very best 3D printer, just get a Prusa MK3. Its the cream of the crop when it comes to Consumer 3D Printers. They are a bit pricey, but they are totally worth it.

The cr10 is literally exactly what you're looking for. I believe it's $350, and has a 300x300x400 build volume. There's also a huge community around it so you have support for its few quirks and difficulties. Much better support than other machines.

I have the CR10S (its then newer brother) and it's a great machine. It requires some setup and tinkering, as do all cheap printers, but once dialed in it prints like a charm.
