I have a perfectly working 1080 ti but I could upgrade to rtx 2080 for free. Should I do it?

Why not throw an extra and secure the cheapest RTX 2080 Ti you come across? Either ways the VRAM isn't an issue... 8gb is enough for 1440p across the board and even at 4k you're still hardly limited by your VRAM but still much more by your processing chip.
RTX cards have quite a couple of architectural changes that with time and proper driver development might pull ahead performance wise at some point, it also has much improved NVENC capacity if streaming ever becomes a thing for you.
I'd say go for it, it's a good way to keep the value of your hardware.
