So I have Z270 Asus Prime A motherboard currently and I hit 4.9 GHZ on my 7700K but when I look at it on CPUZ it jumps all around. If I was to upgrade my motherboard to a better Z270 board would I be able to over lock further and be able to hit 5GHZ? 

For my CPU cooler I’m running a custom loop on a 40MM 360 RAD.

Z270-A is plenty for the 7700K even at 5Ghz+, the reason the CPU clocks are jumping around are either because of temp throttling or power throttling (assuming the clocks are jumping around under load)

 

Increase your power limit on the board and pay attention to your temps

No, it's your CPU that depends on the silicon lottery.

The prime A is fine.

I didn’t manually do the Oc since I didn’t really feel comfortable and I’m still learning. So I used the asus software to do the OC but it jumps around when not under load, like after it was done running the software OC I launched CPUZ and seen it jumping

Auto OC is not recommended, it's always best to overclock yourself, and if it's jumping around on idle then it could probably be SpeedStep and SpeedShift, basically the CPU underclocks itself on idle to save power, to bypass this, change your Power Plan in Windows to "High Performance", if it's still happening then it's possible it's a power limit issue which you need to increase in BIOS, but look at your voltage first before doing that using HWInfo, on idle and under load.

That's normal even when not overclocked.

CPUs change speed constantly, they slow down at idle and when there is a background process or something else that requires more PCU usage it will increase the clock speed for a fraction of a second.

it's normal for clock speeds to jump around when not under a load, idle doesn't matter so much, you wanna do a stress test and see rock solid OC when under the load of the stress test.

 

the problem with using auto-ocing software is it tends to put the voltage much higher then needed which results in the CPU running hotter which can potentially cause thermal throttling.
