Is it safe to run GPU at 60C° all the time?

Yeah, that's completely fine. 

When I turn off my GPU fans, GPU stays at ~60C° when idle. Is it safe to keep GPU at ~60C° all the time? I turn off my PC once in a week, so my GPU will be at 60C° 24/7.

90C 24/7 is too hot. Anything over 80-85C for 24/7 is too hot.

Well, 24/7 obviously not, More Metaphorically, Gaming and that is fine though.

Y is ur Gpu st 60c at idle that can’t be right mine stays 30c at idle fans off
