Automatic Volume change

Hey, I like to have the speakers up loud for dialog during a movie and down low for a action seen. You guys think theirs a way to have the computer change the volume automatically? Any programs that could do the trick, or any scripts I could write?

it's an interesting idea, tough i'd imagine this would be very hard to pull off without actually writing a specific script for each movie you want to watch.

No, it's not possible to detect an "action scene" or "dialogue scene".

It's only possible to detect quiet and loud.

Do some searching on 'volume normalization'.

Not as such, but you can use dynamic range compression to bring up vocals and bring down loud bits, "compressing" the audio range. Some video players like VLC have this built in, or you could use a virtual audio cable (e.g. Voicemeeter) to apply that to all sound.
