FB Messenger Notifications Not Working On 4G

From what I can tell, all my facebook messenger app settings for notifications are turned on for my galaxy s7. Yet it still refuses to let me know of new messages when I'm using 4g & not wifi. Is there a way I can force it & any other app I choose to give me notifications regardless of if I'm using wifi or 4g?

Is your phone operator locked or not? That might be a thing and its some setting from operator to prevent background data usage. Or if you want to browse around in settings, look for anything that would limit data usage when phone isn't in active use (locked) or otherwise. As this isn't something common. My brother has S7 without any lock and doesn't have any issues with notifs.

Well my provider is Verizon & yes the phone is locked I guess since I haven't rooted it. I've looked everywhere I can in settings & haven't found anything yet.
