There's no definitive answer, as also chips overclock differently. Without increasing voltage don't expect to get much. I was fortunate enough to get a 300mhz boost on my Ryzen 7 without touching voltage, but that is not very common.

it depends on what the motherboard's stock voltage is, as for overclock, 1.3v 4.7ghz is a good starting point, keep a close eye on temps.

Depends if you won the silicon ''lottery'' Most motherboards have auto OC function if you don't want to mess with the voltage.

I agree with @xg32 and @Arjan W with their recommendations. I am a current i5 9600k owner and with an EVGA 280 CLC(that's a 280mm rad with 140mm fans)(Similar mobo too, MSI MPG Gaming Pro Carbon) my chip runs steady in games, synthetic benchmarking and day to day use across the board at 5.2 Ghz. and 5 Ghz on the cache. This is about the maximum I can push it, getting to 5.3 had instability issues and I wasn't sure how comfortable I would be over volting the CPU beyond 1.42/1.43(Can't remember what I set it to exactly). You  need to research and understand all the facets of OCing as far as getting something basic going like I did unless you want to cause unintended damage. My cooling solution is pretty over kill for an i5 with a 280mm radiator, you have a 60mm AIO which means a 4.7 or 4.8 Ghz OC is about as far as I'd take it if I were you. Also, if possible, I'd get rid of the H60 if it isn't too late, imo a 120mm radiator should never be used outside of a highly compact, ITX build that has limited airflow. A 60$ aircooler will outperform a 60$ AIO, once your coolant becomes heatsoaked in the AIO that's where things get problematic. I idle at around 36 degrees and I don't believe my temps ever eclipse 60, they usually max out in the mid to high 50's, your CPU will idle much hotter than mine and after playing some games that are very CPU bound for an extended period you will see temps spike dramatically. Again, if you can, ditch the h60 in favor of, say, a Noctua aircooler. Most people don't realize they're dramatically overpaying for a CPU cooling solution when they buy a 120mm. Here is a fantastic video comparing the 15$ Hyper 212 Evo air cooler to the 60$ H60 in a WORST case scenario, prime95 benchmarks being run for an hour on one of the older bulldozer AMD CPU's on an OC is absolutely killer in the temps department.

He probably could, the 9600k is a very efficient overclocker.

iirc h60 is about 100-120w tdp, 1.3v 4.7 should be about 100w on a 9600k max, even if he loses the silicon lottery he should be able to hit that speed.
