Is this decent PC for $1200

This is for my father, he mostly does programming involving large data sets (he is financial analyst)

@THE ABSURD BIRD Hello.

 

Yes it is pretty descent, however i'd recommend getting only 16GB and getting a better GPU like the 1070 . And instead of the 2700X i'd go with the 2700.

Why throw in a 1060 then?  Go with a 1030, save some serious cheddar.

 

I'd also find 3000mhz RAM, the cost difference is not significant.

1060 is for machine learning? Maybe I'll get 3000 MHz ram but is does it pose a significant benefit?

I think this is a fine build, though, I'd probably drop the 1060 in favor of an RX 580/RX 570 plus faster RAM will be a must. Ryzen performs best with high speed RAM which it craves. Perhaps a second monitor in portrait mode would do, as consuming all of that data in a vertical fashion can be much easier.
