I would say definitely get the 2060 over the 1070.  New card/architecture and faster for a few dollars more.  VS the 590 it is a little harder.  The 2060 is a little faster with a few more features going for it, but the price difference is definitely in the 590s favor.  Here is a link that compares the GPUs (not the specific cards you listed).  Consider if the listed advantages of the 2060 make the price difference worth it to you.

Really depends on what resolution you're playing at and what games or workloads you'll be doing. If you're 1080p gaming, get the RX 590, but if you're pushing higher resolutions then get the 2060.

Im using a 1080 monitor but are  are going to upgrade to 4k soon

vega 64 is the way to go then. its an ok 4k card and anything below is just not worth using for 4k. id recommend getting a good 1440p monitor instead.
