My RX 580 is at 99-100% at the main screen in Vermintide 2

If you run MSI afterburner it should track your frametime in ms and you should be able to see a spike in frametime corresponding to any stutters.

Sorry didn't see your first question there - Yes it's a Freesync monitor. I have Freesynce enabled and I am using DX12. So I uninstalled AMD Drivers and reinstalled them and now the game seems to be working fine at Extreme setting, no more stutters. 

I have a 8GB RX 580. This never happened before and I am wondering what would be causing this. It also seems like there's like micro stutters or some input delay or something, even tho my monitor is reporting at 75Hz constantly. Or is it just my GPU is too weak?

It should be using 100% when in-game unless you are locking the FPS, or if you are bottlenecked by the 8100.

Well, I limited the frame cap to 90fps. Is this smart? Because my monitor is limited to 75Hz. Also I played before and never seen my CPU utilization over 80% so I guess it wouldn't be CPU bottlenecked?

Lots of games do that. Don’t see how a gpu being used would be bad. No reason to cap frames unless the system can’t keep up.

I cap mine at my monitors refresh rate, I like a quiet pc, it keeps the heat and fans low. I don't have a need for a bajillion fps

I refuse to read threads whose author does not know how to remove the caps lock!

What FPS are you getting in game? You can use software like MSI Afterburner of FRAPs to check your FPS in game. Steam and other launchers have FPS counters as well that can be enabled in the overlay settings.

Stutters are likely down to your CPU.

 

Also, newish games at 1080p/90hz will be pushing that GPU to 100% with max details.

My monitor has a FPS setting which shows the FPS. It stays locked at 75fps in the main screen room. I never really experienced this before. It was smooth and everything not too long ago.
