Performance just keeps getting worse w/ rx 570

About a month or two ago, I installed a powercolor rx 570 4gb into my pc which included a ryzen 5 processor. Initially it was really good, getting massive a massive frame boost. However, recently my frames just started to lessen, uncontrollable stutters and frame dips raided my pc. This was especially apparent in Tom Clancy's rainbow six siege and sometimes Fortnite. i did a fresh install of windows and installed the most recent motherboard bios thinking it would do anything but it didn't. I don't know what it is and i don't know how to fix it.

Ryzen 5 2400g

Powercolor rx 570 4gb

MSI B350 tomohawk

corsair CX 650m(650 watt 80+ bronze)

Arctic freezer 33 esports edition(cpu cooler)

1tb 7200 toshiba harddrive

240gb ssd

Asus wifiadapter

Around 35C neutral but gaming or in hard task it is around 60-80C

19.1.2 ran like complete shit on my system. Maybe try using DDU to clean uninstall then go back to 19.1.1? Just a thought

So when the test were completed, my Cpu and gpu were preforming way under expectations, being in the 16th and 5th percentile respectively. My ram was also said to be preforming under expectations being in the 22nd percentile.

The latest driver is bugged, I believe. Having some issues with my RX580 as well.

Brands I wholeheartedly reccomend (though do have flawed products): Apple, Razer, Corsair, Asus, Gigabyte, bequiet!, Noctua, Fractal, GSkill (RAM only)

Try turning off radeon chill i was having same issues and this fixed it for me
