Need advice on how to spend his birthday present

My friend Marvin had his birthday yesterday, his granddad sent him $1200 for his 19th birthday. He either plans to get a gpu or get a new system and sell his old upgraded one, we like hear some advice from you guys thanks. 

GPU upgrade : Gigabyte Aorus RTX 2080 8gb

Old system :

Coolermaster mastercase pro 3 

I7 4790k

Gigabyte Z97 MX Gaming 

Corsair Dominator Platinum ddr3 2133mhz cl9 8gb X 4 sticks

Crucial MX500 250gb - boot drive

Western digital blue 1tb hdd 2tb - mass storage

Gigabyte GTX 970 4gb windforce 

Seasonic Focus plus FM650W 650w 80+ gold

 

Which path should we take upgrade or new system?

GPU first. There's (should be) enough money left for CPU upgrade (along with board and memory) after buying an RTX 2080 even if the 4790k turns out inadequate, just choose a cheaper model.
