yeah i mean fans arent really that noisy, and if youre so concerned about noise, get some silent fans...

You could spare the hassle of buying/cutting sound-proofing by getting a few Noctua fans. Also, the sound proofing would take up space, as well as airflow if you want to make it more silent. If you don't cover most of the holes, a lot of noise will still leak through.

most of the fans are case fans anyways so i don tthink it would help much

not saying the idea is terrible though, for a small ish server room it might be nice , once the rooms is properly air conditioned and it doesnt attract dust

Foam doesn't reduce noise that much. If you want a quiet system, avoid having loud components.

Most quiet fans are meant to be run at lower rpm but are noisy at max rpm. It's pretty difficult to reduce noise especially without significantly harming airflow.

Sound deadening foam used in pc cases are more so for changing the tonality of the noise than lowering the sound pressure. The amount of foam needed to make a system with standard fans quieter than a system using quiet fans would most definitely be more expensive and larger than the pc case. Not sure this is needed, i have 7 fans in my case, the Corsair Spec Omega, i have removed the front glass panel for ventilation and i still barely hear anything when they are ramped up. Running at 25% duty at 25-75c i honestly don't notice any noise. There are also quieter CPU coolers that mine and i will be replacing that very soon. I don't rely see the need for sound damping, if people are rely that annoyed by any noise, it's time to start considering a remote machine in your house via thunderbolt.
